Q: Does it lock in place so you can take it off and then read the measurement? I'm concerned that it would move while taking it off.

It does lock in place. I tried dozens of other measuring tapes that claim to lock in place but actually move about an inch or so when you take it off but this one does not move at all. It's a really great measuring tape.

Q: how long is this measuring tape?

205cm, which is just over 2m, which just over 6.5ft.

Q: Can this be used to measure a baby head circumference

Yes. It works very well for that. I find it much easier than standard tapes because it self tightens with the push of a button, and it holds the tape at the measurement after taking it off the head.
